Cloudera CDP CDP_7_1 library is not being served during install

We're using SDC 3.20.0 in a Docker container. ( the streamsets/datacollector:3.20.0 image from DockerHub).
When we run the install command for the CDP 7.1 library streamsets-datacollector-cdp_7_1-lib as follows:

docker exec -it sdc /opt/streamsets-datacollector-3.20.0/bin/streamsets stagelibs -install=streamsets-datacollector-cdp_7_1-lib

We get the following error:
curl: (22) The requested URL returned error: 404 Not Found Failed! running curl -s -f https://archives.streamsets.com/datacollector/3.20.0/tarball/streamsets-datacollector-cdp_7_1-lib-3.20.0.tgz.sha1 -SL -o /tmp/sdc-setup-938/streamsets-datacollector-cdp_7_1-lib-3.20.0.tgz.sha1 in /opt/streamsets-datacollector-3.20.0

The part that is weird; the file attempting to be downloaded here is a .sha1 suffix. So, we looked into just manually testing a curl of the library like this:
curl -SLO https://archives.streamsets.com/datacollector/3.20.0/tarball/streamsets-datacollector-cdp_7_1-lib-3.20.0.tgz
curl -SLO https://archives.streamsets.com/datacollector/3.20.0/tarball/streamsets-datacollector-cdp_7_1-lib-3.20.0.tgz.sha1

But both of those just return an html document that looks like this:

So the questions:
Is the CDP library tar being served correctly in the streamsets archive?
Or is the CDP library behind some sort of paywall?

Note: this install method worked for several other streamsets-datacollector-*-libs.
