I guess your FTP client and stream sets are running different IPS/Boxes, SFTP is probably running on your local computer.

A good test will be login to the stream sets machine through command line and do a telnet test and see if you have the connection or not.

telnet [IP ADDRESS (not hostname)] port

example : telnet 172.xx.xx.xx 22 Connected to 172.xx.xx.xx. Escape character is '^]'. SSH-2.0-OpenSSH_5.3

When you don't have the connection you will see the timeout.
